![]() He's sneaky, can assassinate, but in a fight he can certainly hold his own. Earlier editions have him be more fighter than rogue, so action surge, and battlemaster abilities might fit as well. He could possible also have parry some two weapon fighting/defence. You could also give him legendary actions the warlord in Volo's is an example of a martial NPC with that, for him it could be attacks, using items, cunning action. I think some key features of his should be cunning actions, multiattack, poisons, asassinate (like the monster manual assassin), sneak attack. In 5e, I think it's easier to make him a monster. Not that you assumed, but earlier editions of Artemis were always made like a PC. I think it would be easier to give him a monster stat block than make him a NPC with class levels. In 3.5e you could multiclass "better" for certain abilities.
